Position Overview
We are looking for a Client Enrollment Specialist to conduct face-to-face outreach and enrollment services for our Medicaid managed care programs. In this role, you will work directly with clients at various locations including Medicaid offices, healthcare provider sites, and community-based organizations. Your primary responsibility will be to educate clients about managed care options and public health programs, guiding them through the enrollment and disentrollment processes with professionalism and empathy.
This is a six-month temporary position with the potential for extension based on performance and organizational needs. The pay rate ranges from $18 to $21 per hour, commensurate with experience and qualifications.
Key Responsibilities
As a Client Enrollment Specialist at arenaflex, you will play a crucial role in our community outreach efforts. Your duties will include, but are not limited to:
- Community Outreach & Education: Conduct face-to-face outreach and enrollment services at Medicaid offices, provider sites, and community-based organizations. You will educate clients about managed care options and public health programs, ensuring they understand their choices and available benefits.
- Enrollment Assistance: Assist clients with the complete enrollment and disentrollment process, answering questions, resolving concerns, and guiding them through each step of the application process.
- Form Processing: Receive, sort, and process enrollment, transfer, and disentrollment forms accurately and efficiently. Ensure all documentation is properly handled and submitted in a timely manner.
- Quality Assurance: Review enrollment forms for accuracy and completeness, identifying and rectifying any errors or missing information before submission.
- Stakeholder Relations: Interface professionally with HRA (Human Resources Administration) and LDSS (Local Department of Social Services) county staff. Maintain positive and productive relationships with all community partners, including HRA staff, LDSS staff, community groups, and clients.
- Program Knowledge: Maintain updated knowledge of the New York Medicaid CHOICE Project, including program changes, new offerings, and policy updates. Stay informed about developments in managed care and public health programs.
- Issue Resolution: Raise issues of concern and problems to the Field Operations Manager promptly. Collaborate with leadership to address challenges and improve processes.
- Reporting & Data Entry: Process data entry tasks and submit daily reports accurately. Maintain detailed records of all enrollment activities and client interactions.
- Quality Review: Assist with the quality review of data entry work performed by team members, ensuring accuracy and compliance with established standards.
- Training Support: May be called upon to assist with data entry refresher training and/or training new team members on enrollment procedures and best practices.
- Special Projects: Assist the HPA/Special Project Unit with processing enrollment corrections, enrollment pending matching, ERL error selection, and ADV data entry as needed.
- Performance Standards: Meet all standards established for this position as outlined in the corresponding annual performance criteria and bonus template.
- Additional Duties: Perform other duties as may be assigned by Management to support organizational goals and client service excellence.
Essential Qualifications
To succeed in this role, candidates must meet the following requirements:
- Education: High School Diploma or equivalent is required.
- Experience: Experience making presentations to groups is required. Excellent organizational, interpersonal, effective written and oral communication skills are essential.
- Technical Skills: Computer literacy is required. Proficiency in Microsoft Office Applications, including Excel, PowerPoint, and Word, is necessary.
- Knowledge: Knowledge of the community to be served is important. Familiarity with New York State healthcare programs is a plus.
- Abilities:
- Ability to follow directions accurately and effectively

- Ability to perform comfortably in a fast-paced, deadline-oriented work environment

Preferred Qualifications
While not required, the following qualifications will enhance your candidacy:
- Education: College degree or equivalent in a related field (such as social work, public health, or healthcare administration) is preferred.
- Experience: Two or more years of human services experience is preferred. Experience working with the public, particularly in healthcare or social services settings, is highly desirable.
- Language Skills: Fluency in commonly spoken languages is preferred. Bilingual fluency may be required for some positions, so multilingual candidates are strongly encouraged to apply.
