Job Description

    We are seeking an Infrastructure Portfolio Team Technical Analyst for Laboratory Infrastructure to support the technical management, analysis, and maintenance of real property and equipment data systems associated with the Laboratory’s institutional infrastructure. You will be responsible for ensuring data accuracy, system functionality, and reporting effectiveness; supporting asset tracking, lifecycle management, and data integration activities; and developing tools, metrics, and analyses that inform infrastructure planning and operational decision-making. You will be part of an interdisciplinary team focused on sustaining and enabling LLNL’s physical and operational infrastructure. This position is in the Director’s Office within Laboratory Infrastructure and reports to the Institutional Investment Portfolio Manager.This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.You will
  • Facilitate Laboratory-wide indirect infrastructure investment planning and prioritization with OCoP, Deputy Associate Directorate operations managers, and O&B maintenance managers, coordinating decisions across organizational lines.
  • Independently analyze and integrate a $50M to $60M annual indirect-funded portfolio, prioritizing parallel tasks and driving performance against cost, schedule, and milestone objectives.
  • Provide solutions to complex, not well-defined portfolio issues through in-depth analysis, ingenuity, and novel approaches within broadly defined policies and practices.
  • Set objectives, methods, and evaluation criteria for portfolio reporting and controls with minimal direction; deliver results evaluated upon completion of major milestones.
  • Compile, validate, reconcile, and analyze portfolio performance data using LLNL and NNSA cost/project systems, meeting critical monthly and annual deadlines.
  • Develop, improve, and govern portfolio metrics, dashboards, and historical datasets; identify trends, variances, impacts, and risks across the project lifecycle and recommend corrective or recovery actions.
  • Serve as a principal customer and stakeholder contact for portfolio performance; prepare and present decision-quality briefings and visualizations to customers, reviewers, and midlevel management.
  • Lead administration of DOE and LLNL real property applications and develop process improvements including change control support, data quality improvements, and streamlined workflows for indirect infrastructure reporting.
  • Lead development and enhancement of portfolio databases and analytical tools (including PIPE), directing workflow, requirements, testing, and adoption; provide technical guidance and mentoring and may lead the work of others as assigned.
  • Perform other duties as assigned.
    Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in business administration, economics, systems analysis, mathematics, or a relevant discipline, or equivalent combination of education and significant related experience.
  • Advanced knowledge and demonstrated application of data systems administration portfolios and performance measurement to solve complex, not well-defined problems, including development of novel approaches and methods within broadly defined policies and practices.
  • Significant experience working under minimal direction, using independent judgment to set objectives, and determine methods, techniques, and evaluation criteria; deliver outcomes evaluated at major milestones.
  • Advanced experience utilizing Microsoft Office, including advanced Excel (complex formulas, pivot tables, data modeling) and automation (for example, VBA); ability to quickly learn and apply new software and systems.
