Classification and Compensation
Conduct detailed classification studies to determine appropriate classification levels based on duties, responsibilities, and required qualifications.
Establish and/or update classification specifications and job descriptions to accurately reflect current roles and responsibilities.
Review reclassification requests and provide recommendations.
Develop recommendations for restructuring or role realignment to enhance organizational effectiveness.
Act as the liaison between the Department and other County departments, such as the Chief Executive Office and the Department of Human Resources.
Disability Management and Compliance
Provide employees with information, consultation, support, and guidance regarding protected leave, their rights, and the process.
Oversee and coordinate Family Medical Leave Act (FMLA) and other leave requests.
Establish and manage Disability Management and Compliance (DMC) cases.
Create monthly reports on active leaves and DMC cases.
Provide technical guidance to supervisors and managers on protected leaves and DMC.
Recruitment and Selection
Conduct job analysis to identify essential duties and required knowledge, skills, and abilities.
Create clear and comprehensive job postings and transfer opportunities in accordance with Civil Service Rules (CSRs) and Department of Human Resources Policies, Procedures, and Guidelines (PPGs).
Evaluate submitted applications and process them according to qualifications.
Coordinate exam schedules and ensure the timely administration of civil service exams or emergency appointments.
Maintain exam records, scoring data, and candidate eligibility lists in County Human Resources (HR) systems.
Develop, canvass, and manage lists according to CSRs and PPGs.
Performance Management
Conduct impartial, thorough investigations into allegations of employee misconduct, policy violations, workplace disputes, discrimination, harassment, retaliation, and other workplace concerns.
Interview complainants, respondents, witnesses, supervisors, and subject matter experts to gather relevant facts.
Collect, analyze, and preserve evidence such as documents, digital records, timekeeping data, video footage, and correspondence.
Prepare clear, well-supported investigative reports that outline findings, timelines, evidence, and conclusions.
Apply County policies, Civil Service Rules, Memoranda of Understanding (MOUs), and departmental procedures to recommend appropriate corrective or disciplinary actions.
Draft disciplinary documents such as written warnings, corrective action plans, notices of intent, final action letters, and Skelly materials.
Present findings and recommendations to departmental leadership, HR, and legal counsel as needed.
Participate in Skelly meetings, grievance hearings, and other administrative processes to support disciplinary decisions.
Permanent County employees who have passed their initial probationary period and hold the payroll title of Administrative Services Manager I – OR – equivalent class performing similar work at an equivalent salary and complexity in accordance with Civil Service Rule 15.
DESIRABLE QUALIFICATIONS:
Recent knowledge and experience in Classification, Disability Management and Compliance, Performance Management, or Recruitment and Selection.
Demonstrated ability to work independently, meet deadlines, and exceed expectations.
Strong organizational skills and the ability to manage multiple tasks in a fast-paced and dynamic environment.
Excellent organizational skills with the ability to switch focus among a variety of priorities and problem-solve emergent situations.
Excellent oral communication skills.
Strong written communication skills with the ability to produce technically sound, clear, and concise written material.
Comprehensive knowledge of Countywide Policies, Procedures, and Guidelines, Civil Service Rules, and County Codes.
Political savviness and diplomacy.
Proficiency with the following systems and applications: e-HR, e-PAR, E-Verify System, NeoGov, PMTS, AMS and DMCS in Riskonnect, Microsoft Suite (Excel, Word, PowerPoint, Visio), and Adobe Acrobat.
Innovative skills and proficiency in developing professional graphical representations of data analyses for presentations to executive management.

VACANCY INFORMATION:
The vacancies are located in the Department of Homeless Services and Housing (HSH), Human Resources Division (HRD). HSH HRD is located at 320 W. Temple Ave, Los Angeles, CA 90012, which offers close proximity to various forms of public transportation. Currently, the Department offers hybrid work schedules that allow for partial telework and partial onsite presence. The Department also offers a 9/80 or 5/40 work schedule.
